The terms and conditions governing access to and use of the American Biodefense Institute platform, services, and analytical capabilities.

Acceptance of Terms
By accessing or using the American Biodefense Institute ("ABI") platform, website, services, tools, and associated systems (collectively, the "Platform"), you agree to be bound by these Terms of Use. If you do not agree to these terms, you must not access or use the Platform.
ABI reserves the right to modify these Terms at any time. Continued use of the Platform following any modifications constitutes acceptance of the revised Terms. Material changes will be communicated through the Platform interface.
Platform Description & Purpose
ABI is a sovereign-grade, multidisciplinary defensive intelligence, science, engineering, and policy institution for biodefense, biosecurity, biosurveillance, and national-security applications. The Platform provides access to 148 analytical services across 11 categories, Congressional engagement tools, threat intelligence capabilities, and related analytical and advisory outputs.
All ABI services operate under a strictly defensive-only posture. The Platform is designed exclusively for defensive, protective, preparedness, and resilience applications. Any attempt to use ABI services for offensive, weaponization, or harmful purposes is strictly prohibited and will result in immediate termination of access.
Authorized Use
The Platform is intended for use by authorized personnel from government agencies, defense organizations, intelligence community members, academic and research institutions, healthcare and public health organizations, approved private sector partners, and other entities engaged in legitimate biodefense, biosecurity, and national security activities.
You agree to use the Platform only for lawful purposes consistent with ABI's defensive-only mission. You are responsible for maintaining the confidentiality of your account credentials and for all activities conducted under your account.
Prohibited Conduct
You may not use the Platform to: (a) develop, produce, stockpile, or otherwise acquire biological weapons or agents intended for offensive use; (b) circumvent, disable, or interfere with security features of the Platform; (c) attempt to gain unauthorized access to any systems, networks, or data connected to the Platform; (d) reverse engineer, decompile, or disassemble any portion of the Platform's technology stack; (e) use automated systems (bots, scrapers, crawlers) to access the Platform without express written authorization; (f) transmit malware, viruses, or other harmful code; (g) impersonate any person or entity or misrepresent your affiliation; (h) use service outputs to create misleading, fabricated, or fraudulent intelligence products.
Violation of these prohibitions may result in immediate account termination, referral to appropriate law enforcement or regulatory authorities, and pursuit of all available legal remedies.
Intellectual Property
All content, technology, methodologies, analytical frameworks, service architectures, and outputs generated by the Platform - including but not limited to the MPPT Core, OmniSynth Fusion Engine, Helios Supra-Framework, ARCS/ARCF Compliance System, SINE Protocol, Quantum Decision Scoring algorithms, and all associated documentation - are the exclusive intellectual property of the American Biodefense Institute.
Service outputs generated for authorized users may be used by those users for their stated institutional purposes. Redistribution, resale, or public disclosure of ABI-generated outputs requires prior written authorization. Attribution to ABI must be maintained in any authorized use of Platform outputs.
Service Output Disclaimers
ABI services are analytical and advisory in nature. Service outputs represent evidence-based analysis processed through ABI's multi-path planning and cognitive architecture systems. Outputs are not a substitute for professional judgment, official government assessments, or legal advice.
While ABI operates under a zero-hallucination methodology with >99.997% integrity verification, all outputs should be validated against authoritative sources before being used as the sole basis for critical decisions. ABI explicitly disclaims responsibility for decisions made based on Platform outputs without appropriate institutional review and validation.
Confidence levels, uncertainty bounds, and evidence lineage are provided with all outputs. Users are responsible for interpreting these indicators appropriately within their operational context.
Classification & Sensitivity
Users are responsible for ensuring that information submitted to the Platform is appropriately classified and authorized for processing through ABI systems. Do not submit classified information above the authorization level of the Platform instance you are accessing.
ABI provides classification marking tools (including the Congressional Briefing Builder classification selector) as organizational aids. These tools do not confer or modify the actual classification status of any information. Users remain responsible for compliance with all applicable classification and information handling requirements.
Limitation of Liability
To the maximum extent permitted by applicable law, ABI shall not be liable for any indirect, incidental, special, consequential, or punitive damages arising from your use of or inability to use the Platform, including but not limited to damages for loss of data, loss of revenue, or interruption of operations.
ABI's total liability for any claim arising from these Terms or your use of the Platform shall not exceed the amount paid by you to ABI for the specific service giving rise to the claim during the twelve (12) months preceding the claim.
Governing Law & Jurisdiction
These Terms shall be governed by and construed in accordance with applicable federal and state laws. Any disputes arising from these Terms or your use of the Platform shall be resolved through binding arbitration in accordance with applicable arbitration rules, unless otherwise required by law.
If any provision of these Terms is found to be unenforceable, the remaining provisions shall continue in full force and effect. The failure of ABI to enforce any right or provision of these Terms shall not constitute a waiver of such right or provision.
